Each year, the U.S. Department of Housing and Urban Development, HUD, provides federal resources for homeless services through its Continuum of Care Program. The Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, Indian Tribes or tribally designated housing entities (as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs), and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness. The GA-506 Marietta/Cobb Continuum of Care is soliciting applications from currently funded organizations as well as organizations not currently funded through the Marietta/Cobb CoC.

Application for funding is made through the Continuum which completes an annual application on behalf of all the projects in the community. The Center for Family Resources serves as the Collaborative Applicant for the GA-506 Marietta/Cobb CoC and prepares the consolidated application. HUD requires project applications submitted to the CoC for inclusion as part of the CoC Consolidated Application must be reviewed and either accepted and ranked or rejected by the CoC.

 Eligible activities:

•   Renewal & New Permanent Supportive Housing Projects (PSH)

•   Renewal & New Rapid Re-Housing Projects (RRH)

•   Renewal & New Joint Transitional and Rapid Re-Housing Projects (TH-RRH)

•   Renewal and New HMIS Projects

•   Renewal Coordinated Entry Project

During the 2021 competition, new projects may only be created through reallocation of existing projects or through the Domestic Violence (DV) Bonus for projects dedicated to survivors of domestic violence, dating violence, sexual assault, or stalking who qualify under paragraph (4) of the definition of homeless at 24 CFR 578.3. The CoC has not determined at this time if any projects will be reallocated in whole or part. All projects must follow Housing First guidelines and participate in Coordinated Entry.

It is extremely important that applicants be familiar with the 2021 Notice of Funding Opportunity (NOFO), the types of projects allowed, and threshold requirements for applicants.  The NOFO may be found at www.hud.gov. Additional information on HUD’s CoC Program, regulations, and notices can be found at www.hudexchange.info.

Organizations not currently funded through the Marietta/Cobb CoC must contact Carolyn Bridges at carolynbridges@thecfr.org to obtain a Letter of Intent form. LOls will be due to the CoC by September 15, 2021 at 5:00pm. Submission of a Letter of Interest does not constitute an application, nor does it constitute approval for funding by the Marietta/Cobb CoC or HUD.
